The Full height row option from your image is the default Visual Composer option which only works with certain elements. It's not a 100% working item and can be a bit buggy. VC are working to improve it with a future updates
The Fullscreen option is the one we built that fills the whole screen (as you've mentioned fills the width as well). This works great as it will automatically scale to fit any sized screen and the full height and width of that screen within the viewport.
What is it you were trying to design/build? Perhaps I can help or provide a suggestion at another way of building it or work out some CSS for you? :)
When checking the Full height row option (see attached) the row does now expand to the full height of the viewport window.
It will go full height if I choose the Fullscreen option, but that makes the width full as well and obviously not good.
