Absolutely yes! You may mix self-page links with external page links. If you import the "One Pager" demo, you will receive an example Menu that does the job.
For "self-page" links, in Appearance / Menus, add a "Custom Link" with the URL, like:
http://frontpage_url/#section_id
For external page links, just add a regular menu item. Anyway, as I said: with the "One Pager" demo, you will get a sample menu that you may work on.
Can you please tell me if it's possible to use a onepager home page and be able to access an eCommerce shop section within that page?
